At the Land Development Breakthroughs Best Practices Conference, held November 2-3 in South Carolina, Westrum was honored for its development project in South Philadelphia, The Reserve at Packer Park.
Westrum received the award by showing how The Reserve at Packer Park maximized environmental, financial, and social success. Using his innovative vision and utilizing the creativity and talent of his team, CEO John Westrum transformed an underutilized South Philadelphia property into a thriving market-rate new home community. Currently, 227 of 230 homes in the community have been sold.

The Reserve at Packer Park is the former site of Capehart Naval Housing, which was built in 1962 and abandoned after the Cold War. With barbed wire fencing, overgrown landscaping, and dilapidated military structures, it was a blemish to the community's landscape and to the millions of passer-bys on their way to the city's nearby sporting and entertainment venues. Westrum implemented unique and cost effective land development and construction measures that proved positive for the community and profitable for the company, reducing development costs by over eight million dollars through re-using the site's existing foundations, infrastructures, and materials.
The Reserve at Packer Park is a community of luxury townhomes with modern amenities, contemporary interiors, and spacious floor plans. Features include two to five bedrooms, two and a half to three bathrooms, luxurious owner's suites with Jacuzzis, state-of-the-art kitchens, and rear decks. Home to 230 families, only three homes remain for sale.
